i i recall correctly, and i admit i sometimes dont, hes on the roof of the copper coronet.

You can find a house on the roof of the CC. He's in that house.

If you're talking about the first person you meet, he is in the northern part of the slums. He then directs you to the house on top of the Copper Coronet.

First of all, make sure it is night-time, then go to the north area of the Slums District. Travin is somewhere to the right of the Planar Sphere, below the north exit.
