There's 2 boots of speed as I know.
One in asylum and the other one is at the Planar Prison (where you rescue Haer Dalis)

Well I rescued Haer Dalis, killed Mekrath but there was no "boots of speed"? Did I miss something but no I searched everywhere? Maybe in an another quest of Haer dalis?

If you've just killed Mekrath you're not at the planar prison yet. Return HaerDalis back to the Five Flagons Inn and take things from there.
