How do I get Windspear Hills to show up on my
world map?

As long as you received the quest by Lord Jeirdan at the Copper Coronet (in the Slums District), just go to the City Gates District and move to an new area from there. Note, you only need to do this once. Once the game registers that you've visited the City Gate District you can move anywhere outside Athkatla from anywhere inside the city.

Mearly get the quest from Lord Jierdan Fikragg in the copper coronet and then you can go to the Windspear hills.
