Question: I recall that the Jaheira romance in SOA was a bit buggy. Can this be fixed by installing TOB or do I need to download a special patch?

I don´t think all the bugs have been quite worked out of it. I seem to remember I had the latest patch and ToB installed, and I still got the damnable "looping dialogue" bug. Had to fix it with Shadow Keeper for the romance to continue.

It is supposed to be fixed with ToB but some bugs remain.
