The scroll is found when you kill the shadow dragon at Umar Hills.

Keep the shadow dragon ward stone in your equipment and he won't attack you until you start whupping him. I killed him before he had an attack this way.

kill the shadow dragon,, its somewhat had but if your experienced enough you can take him an get the scroll.
