Sorry, what quests? Level? you mean Chapter? You can finish it whenever you are able to go back to city - Althkala.

wrong. although it makes no sense whatsoever, you can exit the city of suldenalessar and come back later. strange, youd have thought the siege would have meant leaving owuld be kinda frowned upon by those at the gate.
