I hear he is in the bridge district but can not find.

He is in the docks district. A house near the water on the lower level of the district.

Actually, he´s in the docks district.

Check your map when you´re there and you´ll see his house...

He is in the Docks district IIRC.

Check your map of the docks district. You should find him in the Southeast quadrant.
