How can I steal an item in the shops in towm? I thought the manual said my thief would have a button for this while shopping.

Actually most stealing buttons have been removed. There should still be some shops in which you can steal (although not much). The reasons for this "anti-thieving mechanism" are probably the infamous "balancing reasons".
