How do i use it's special powers: cast entangle or flamestrike?

When you have it equipped, click the little pouch icon near your quick slots, it should be lit up now. You'll get the icons of the staff, each will be one of the spells. This is how you use any item with spells, like helms and rings. Hope that helps.
