Where is Cromwell, so I don't have to hunt endlessly for him. Believe it or not, I finished the game without any of his goodies and never even missed them. That's the problem with a bag of holding. Stuff gets buried and you forget about it.

He's in the docks district, about towards the bottom right of the map.
