Yes it is his amulet, and I WANT IT,
I want to chop Edwin into tinnie tiny
bits and swipe his amulet, but I can't

specialist mage + red wizard of thay = tons of bonus spells

he's a conjurer; that's +1 spell/level.

his amulet gives him an extra TWO spells/level beyond that. in bg1 his amulet gave him one extra+specialist.
