Go back and talk to the mother. Kiser's house is locked hmm?, don't remember that. You can always do what I did, reload from last saved postition and when you talk to Kiser again - KILL & LOOT HIM.

Have you spoken to the Countess?

You can find the Countess's building just down the large stairs, to
the left. I don't think you can visit Kiser until you've had a natter with the Countess.
