Where could I find mister Torin to give him the arrow from Bushi guild?

He is at the extreme North on the map, near to the entrance to Dragon Spire (the cave with the fire breathing bronze dragon).

This Quest is bugged too. Torin did not wanted my arrow as I gave it to him. As I bought a simple potion from him I was able to sell the arrow to him and solve this quest.
