I've gone to Umar and spoken to Fael. I'm not interested in the armor, but where do I find the tanner? What does Fael mean by entering the rune?

To gey yo Trademeet, there are two ways:
1) talk to a messanger in the City Gate District and tell him you will go and help.
2) when you rescue Mazzy and not take her into party, she will give you Trademeet's location.
