Hey I've seen people that have like characters that are moving and stuff at the bottom of their messages. Can anyone tell me how to get them?

When you post a message, to the left you will see a link called "Smilies Legend"

Clicking it will open another page. It has a ton of smilies, but it also has a link to the ANIMATED gifs, (Roleplaying).

Just cut & paste !!!

some of them were just a rip from an infinity engine game using the infinity explorer from www.teambg.com then you have to convert it into an animated gif using an animated gif program.
