Cant remember where is the horn (i think it isnt very good) but the boots of speed are in the planar prison (where you have to rescue Haer Dalis)

I found the Boots of Speed in the Asylum Dungeon, you need to have 15 tokens to put in the machine to get them. The Asylum is in Chapter 4.

You're both right, there are two pairs of boots of speed in the game. The silver horn of valhalla is in a house in the bridge district. It's pretty nondescript, but there's a table with a couple of fish a yard from its door. Just break in and swipe the horn.
