How can I get Jan to join the group? I can't even get him to talk to me.

Jan is found initially in the Government district, but I assume you already know this. Have you already gone through the bit where Jan tries to sell you some adventuring equipment and is then confronted by a government official? If so, what happened?

are you sure it's the Jan Jansen in the middle of the govermant district we're talking about?
