I'm trying to figure the carrying capacity for my halfling rogue, and in the PH is says to multiply the number by 3/4. What I want to know is if you have to round the digits that come out with a decimal. For example, the light load is up to 38 lb. and that times 3/4 makes 28.5, so do I round this to 29?

Seems incredibly nit-picky to me. I would say:
1. Ask your DM
2. Realize that half-pounds certainly exist and can and will be calculated in the rules (see the weight of arrows, candles, etc.)
3. Round to 29 if you don't like 1 or 2.

Yes, as an experienced DM I would use the 1/2 lbs in my calculations so I would leave it at the .5 usually when it comes down to stat points or character attributes you always round down. But ask your DM he might be green and let you round up, who knows. hope that helps, and if you have any more questions or anythign feel free to PM me
