Is Quayle in the circus the same person as the Quayle outside Baldurs Gate?

Sympathies to the innocent in US. AND Afganistan

He's got the same annoying voice, so my guess is he is.

Others like Garrick, Xan and Tiax also reappear, as do Anomen, Monturan(sp?) and Safana, but you never get to see them (Monty and Safana are only mentioned, while Anomen looks like an ogre or something)
I still haven't seen Kivan, though...
