Finally made it passed the fire pit gate. Now how do you get to the asylum? The dock ends in the water.

I did manage to make it to a room with a walkway leading to some steps up (cut into the wall. I can't make it up to the walkway (too high). Is this the room I'm "supposed" to be in, or is there another way I should be going?

Any help is appreciated.

You need to swim until you see an entrance at ground level where some ghouls hang out. That's the entrance to the asylum.
