And whats the best way to utilise its power?

Cant remember where it is but dont use it. Memorise it so when you get to a higher level you will be able to use it at will.

I might very well be mistaken, but i think you find it somewhere in the underdark (towards the end of the underdark).

if i remember it right there is also time stop scroll in that elven city in chapter 7 "sundealssar" i know its not right (at all) ive just forgot the name

right when you enter the underdark, buy a freedom scrool and cast it. i think you get it off the mage.

personally i like to cast an improved alacrity, then a time stop. then about every single other spell i have, then another time stop, then any spells i have left, as well as whacking them a few times. this works especially well if u have a kensai dualed to a mage because in the second time stop u can use an improved haste and then just lay some murder on your frozen enemies ;)

Yeah, don't use it. You can use it in TOB or if you go through the game again at high level, with TOB installed (to raise the XP cap)
