There are some programs around where you create GIFs frame by frame. For example, I use Serif Drawplus. Some are freeware, most are shareware. Depends what quality and detail of GIF you want...

You can't animate an existing GIF. You can however get several frames and make them into one GIF with MS GIF maker for example and then specify how the frames are traversed by a GIF viewer.

or you can use corel draw or fireworks (which i use, nathan prefers corel) anyway if you have no access to these things but want something animated, just ask! several ppl on here are graphics rendering software savvy and would be happy to help if they can.
