Where does one find the scroll that contains the builders name?

you get the scroll after you defeat the Shadow Dragon in the Umar Hills (my favorite quest)he also drops some Shadow Dragon Scales which you can take to Cromwell (the smithy) to make some kick ass armor for a theif, stalker/archer, and anyone else who can only use leather armor, btw Cromwell lives in a house in the southeast docks.

You also need the hammer that is in the mind flayer lair under the Temple District, which you need Tazok's key from the Domain of the Dragon in the Windspear Hills, the Girdle of Frost Giant Strenght, which can be found on a demon price in the Kuo Tao lair in the Underdark, and the Gauntlets of Ogre Power which you can find on one of the Black Sun halflings in the Planar Sphere, and 10,000 gp

All of these together, when taken to Cromwell, make the Crom Fayer, one of the most powerful weapons in the game.

If you just want the Hammer of T-bolts, just get the key from Tazok and beat (or try to beat) the crap out of the mind flayers in the sewer under the temple district
