I have killed the king in the mines and I can't ride the carts because he didn't fix them.

Did you get a key from the King when he died? A key to his treasury? There is a secret room off of the throne room in which you can find Dragon Armor. As you face the throne, it's off to your right.

Did you talk to the king before you offed him??

Basically getting the dragon armor is what the Stout mines are all about!
