Does anyone know where the Wizard Eye spell can be found or bought (in chapter 2)? I've been looking for a while and I just cant find it..

Waukeen's Promenade. Scroll Merchant, above The Den of the Seven Vales. You can try the scroll lady in the Adventurer's Mart too.
