On one computer I could download the file okay, then at the last moment I would get a "Failed" note on my downloads page. On a laptop I could download okay.

I was not using any Gog download programs...

Once all files were downloaded I was able to install easily enough.

But what should I do?

Re: Thought I would play some BGII...

Go to the BGII page in your Library.
Individually download the three setup programs one at a time. Just click on them to start the download.
Once all three files are downloaded to your PC, double clicking on the 1MB exe program should start the installation.
(Apparently, installing in Program Files directory is not a good idea, it is too restrictive.)
Installation should then proceed normally.

There are also four Gog Patch programs that need to be installed.

If you Browse and report the correct location of the next file it needs, that should be it!
There may be a virus loose on your PC.
Or you may have a problem with restrictive permissions needed to run programs.
Shutting down your browser is another thing to try.

If all else fails, head for Steam.

Okay, I have d/led it from Steam. Now how do I open the Characters file so that I can import my character?
