The same kid want his teddy that I gve to him in chap 2. But I killed the guy who took it 1st time. Does this mean I can' do anything to complete the quest?. I want to get as many XP points as possible before I catch my boat.

Uhm...I don't get your post I think, Did you gave the teddy once and is the kid showing up again, if so, it's a bug. Second if you didn't gave the teddy to the kid yet, you should go to the bastard that you killed, he should have the teddy

I know I've done it. Its listed under my completed quests. Now its under my Chap 3 quests aswell. I'm a bit cofused. I could just try and kill the kid and see what happens. Also. The Guy who let that kid die has dissapeared before I could get a little girl in the Graveyard District. He's just not there anymore. I think the game must of messed up. I've had no dreams either. I might have to start again just so the game works.
