You have to complete the Nivius Quest first in order to have the object to get past the Oracles who open the water tunnel (it's just downriver from the Frog town.)

I also found that the gypsy fortune was necessary, before that they wouldn't open it for me.

You have to talk to the center oracle about everything on your topic list and eventually they will open the tunnel.
