This will sound silly, but after I pick up Nalia and am ready to do her quest, the hold appears on my map, but isn't highlighted when I pass over it, and thus I can't go there. What gives? Is there something I need to do first, or am I doing something wrong?

You need to travel to the City Gates area of Athkatla and from there, you will be able to access the Keep area. Good luck!
