No.

Only eleven fighter mages wearing elvin chain are supposed to be able to cast spells.

Everyone else is limited to bracers and other items of protection.

You can wear robes, though, which is neat. According to this century-old AD&D book I'm the proud owner of, elven multiclass fighter-mages are supposed to be able to cast spells while wearing armour. Heh?

Actually, a fighter/mage dual(by necessity human) CAN wear elven chain and cast MU spells... as can a multiclass cleric/mage (My Aerie is wearing elven chain at the moment) However, the Robe of Vecna gives magic resistance, AC 5, and a huge reduction in casting time. Pity you canna buy two of 'em.

Don't know if this helps, but ive got nalia wearing elvin chain mail and she can use her thief and mage skills.
