Talk to Delon at the city gates or Tolgerias(?) in the government district. He's in the building that you buy the spell casting license at.

That's where I thought he was supposed to be...but he's not there. Is there something I need to do to trigger him to show up.

Where's where you thought? :D If you go to the
government district, that guy is there until you talk to him. If Delon's not at the gates, try the gov. dist.

Yes that is what i think too! If I am not mistake Delon is in the main square of the government district... He runs over to talk to you...unless that's the Trademeet person....but I don't think so if I remember correctly!

If you've kicked off Valygar's quest, Tolgerias will now be in the Planar Sphere and Delon won't come running up to you until you've finished the Planar Sphere Quest

Delon comes to you if you are ranger or have ranger in your party. Other way he stays near centre of park in gov. district and you have to ask him to activate quest.
I dont know if it has any connection with Planar Sphere and doubt if it has. If you didnt accept Valygars help or use his body you will never get into Sphere and that is quite different story. Delon stays from the beginning of game in park - even before you heard about Valygar first time.
