Festule or Pustule the Alchemists potion....What gives!?

Two minor figures hint at wanting a serious snort but neither takes.

#1 A guy at Mae Vars on the first floor. He's in the room on the left
behind the shopkeeper.

#2 The prison git you talk to if you send Jan to the slammer. ( In the government sector )
