Do you start to get your high level abilities based on level, or based on experience? I thought I saw a post once saying you would gain them at 3 million exp. If that is the case, is that only for multiclass characters, or can single class characters also take advantage ?

According to the manual you get them at certain levels:
Fighter, Barbarian: Level 20 Ranger, Paladin, Mage, Sorceror: Level 18 Cleric, Monk: Level 22 Druid: Level 15 Thief, Bard: Level 24 I believe you have to reach that level in whatever class to use these skills, with singles you would get more. But again, I just finish SoA with YoB installed and my main character start having abilities at level 14-14 while playing SoA. Jaheira too started at 14-14.

This is based on level, not experience. If you removed the XP cap in SoA and got above those levels, you will miss out on any abilities that you could have received (ie. if you have a level 24 fighter going into ToB, you will miss out on the chance to add abilities at levels 20 to 24, and will only start at level 25).
