IF I'm entering Chapter 7 and the elven city...do I need to carry every valuable thing with me throught this whole phase? I have ToB installed and ive been told you go directly there after completing this chapter. Do I have time to go back to Grab my loot stashed in Waukeens Promenaude before I finish CH 7?

For convenience sake, I highly advise you to dump everything you want to keep in your Bag of Holding before you enter Suldensellar. You can go back Amn until you reach the Tree of Life battle, but it is very time-consuming to navigate the path to and fro.

Once you enter the Elven City there is pretty much no going back to BG2
you'll work through the city and be in ToB before you know it
so as was said, bag everything in your holding bag/backpacks that you have stored
Buy anything you want but didn't buy yet
Complete any outstanding quests you have

Then onward to ToB

I believe you can dump all your stuff inside the Watch Tower. It is accessible in BG II if you have TOB installed as you say. That way I believe you can still get all the items when you move to TOB. If I am wrong please correct me on this though.

You can put them in Watcher's Keep too, but you would have to wait a chapter in ToB before you can access them again.
