Right when you first enter the goverment district, there is a house, and it is Vulvus estate or house. However, when i enter it, no ones there... so i was wondering, does anyone live there? I'm thinkin to make it my house and leave my stuff there.

Yeah i think it's part of some quest that requires a specific NPC?
