when certain items are usable by some and unusable by others why is the longer list always put...

another example.... many times for wands they write unusable by (*9 classes listed here*) instead of writing usable by wizard and sorcerer

its so frustarating trying to read to figure which race can/cant use this

Second question, next to my bard song i sometimes see a number as if it had certain number of charges or could be used only certain amount of times per day... is the bard song like in iwd1, unlimited, or is it like turn undead in iwd2 with limited charges?

Yes but it is the way the IE toolset works. That is, when designing it the creators have a list of class, race and alignment restrictions that work by elimination rather than inculsion.
