Does anyone know any general or specific place(s) this is useful? Merchants pay 15,000 gold for it, and I haven't found a use for it, so unless the game calls for it later, I'm inclined to sell it. Has anyone found a reason I shouldn't?

I held onto it but there was no reference to it subsequently.
It may have some reference depending on what class your character is - remember that there are different sub-quests depending on whether you're a Paladin,Fighter,thief etc....I was a Paladin .I'm always a Paladin - Lawful Good,God I'm boring....

I thought the Wand of wonder was just a wand that has random effects, so you can chance your arm now and again.

The Wand of Wonder is not related to any quests.

It is just meant to be kind of a fun thing. I initially gave it to Yoshimo (as it can be used by any class) and had a lot of fun with it. I'd have him sneak up on people and use it on them. Here's some of the effects that occured:
