I just changed a character over into a Warlock in the hope of getting IdentifyItem and while I got the appropriate trait, it did not give me the skill. I am about a 6th or 7th level Warlock now, just starting out. I checked the mage and cleric's guilds and neither one offered a chance to acquire it. Is this something that I am not able to get until later in the game or at a higher level? If it is, I don't need to know where or how, I'll track it down, was just seeing if this was a known bug. Thanks.

For ID, you need both the Ancient Lore TRAIT and the Artifacts SKILL. I believe Artifacts is taught in the priest's temple.

You need to reach membership level3 at the priest guild before they will offer you training in Artifacts, assuming you already have the Ancient Lore trait.
