Yeah... I've been watching too much Madness, Xiao Xiao and various other flash-movies at Newgrounds...

What do you use to make something like that, and how much do you pay for it?

Macromedia Flash MX. Maybe other software, but I'm not familiar with them. I saw Flash MX 2004 on Amazon running at $300-$500.

Funny Flash animations there. Had me laughing for a few moments.

I'm using Flash MX (not 2004). There's student-versions (full funcionality, but they won't let you upgrade to newer editions of the programs or make any money on what you make) available for most Macromedia products that are way cheaper than the normal versions.
Edit: Also, if you're considering etting hold of it, you should try out Free 30-day trial thingy first.
