A friend of mine has, against my advice, killed Valygar and delivered his body to the cowled wizards. Can he still get the mage stronghold?

No, you cannot get the stronghold now. Or, you might have one choice.
You can warp in there using a cheat in the CLUAconsole.

What a sucker, he was so set on roleplaying his chaotic evil sorcerer that he blew his chance on a stronghold. Not that it makes sence, i mean if that cowled wizard can get in after we oppened the door it should be possible to do it the other way around right?

I'm sure your friend's lost it forever, Dreamer. You need Valygar's presence to open the door. He says that himself once he takes you up to the sphere.

Actually... you can still role-play as Chaotic Evil and still get the stronghold.
