Read thoroughly through the hakpak's readme file and it will guide you with use and installation.

If I remember corretly you don't place this hakpak in the hak folder, but extract it to the override. Check the comments on the download site to be sure or if all else fails email the creator.

Are you trying to use it with the official campaign or in a module you are making?

The official campaigns

There is no easy way to get the cloaks hak into the OC.

You have to individually open the OC modules in the toolset, then goto module properties in each one and add the hakpak under the custom content tab, and then place the cloaks you want somewhere in first module, preferably in a place that is easy to access. Then you must save the the modules under a new name.

Then load up the game and select 'new game' and then 'other modules' and select the new modified OC module to start playing.

And I believe Lisa's will also require you to create custom clothing that actually use the hak. I'm playing on a PW server called 'The Third Throne' where they use Lisa's. Its pretty cool, but not worth all the trouble you are going through.
