I've gone and spoken to the cowled wizard in the government district who wants me to go and kill Valygar. Can I open the planar sphere w/o killing Valygar if I don't want him in my party???

I think you have to take him with you, just to open it. You can get rid of him once he opens the door for you.

Yes, you can enter while posessing his body.

Yes, it will, skier. But you can also enter while having him in your party, and then turn him over to the cowled wizards.
