I have downloaded ToTL via fileplanet and installed it fully on my desktop but having problems actually playing it. Everytime I get the home page up and press the 'play' button it just starts reinstalling it again and then says it is already installed. I am very new to all this, do I need to subscribe to fileplanet in order to play or what do I do. Any help would be great.

I don't quite understand what you mean by the "home page"?

The installation file should be a 71.2MB file (for the English version, size might slightly differ for other languages).
You should run the file, follow the instructions to install Totl. After that start the game of icewind dale normally.
