They're in the bridge district, go right and down from the north entrance

Go to Bridge District, there, buy the harbor area, in the main entrance, go to that opening. u'll see some dudes fighting thieves. GOod luck from there

Their at some kind of corner at the Bridge District Near the streets. Hmm.. Thier Gathered there, there are lots of them also.
