I'm trying to do a quest in Ch. 2...and i'm supposed to talk to MAyor Minister Lloyd Wainwright. Anybody know where this guy is?

Umar hills, go to the town square and he will be talking to some peasants. When the crowd disperses, he goes to his house (it's marked on the map)
