They made some fixes in it, that's why they rereleased it.

I'm pretty sure Rainbow 6: Raven Shield uses DX9, I know Freelancer does.

9.0 is brand new. Developers have had it longer, to make their hardware or software capable of using the new features, but it has only been availabe for a couple months. 9.1 is due soon as well. 8.1 was the recent version.

Yeah I got it with Unreal 2, All my graphics run smoother now for some reason...
