the central bank will have to have reserves in dollars (used to be gold, but now its US$) so it can guarantee the total amount of money circulating in the economy in the country at a given moment. also, so that inflation wont shoot up, it will have to intervene by selling dollars when the value of it starts rising... eg: if the dollar is worth 1.5 sale to 1.7 buy of the national coin x (those 0.2 being the "spread") and in a given day it shoots up to 1.9/2.1, the bank will have to sell a determined amount at a lower value to force it back down. of course, it will be better to do the sales to the general public in their branches and not through exchanges houses, since its likely that if they bought it at 1.5 they will sell it at 2.1, thus negating the entire equation.
