well kinda, its in a TV show called Dragonball Z. some people are very powerful, and they are called Saiyans (or Saiya-jin if you're in Japan). now, when a suddden burst of emotion hits them, they can become a 'Super Saiyan'. with time, they can learn to control this transformation. however, after this they can reach a plateau, called USSJ, or Ascended Super Saiyan. when they reach this, they can become extremely powerful, but are limited by their form. but when another very strong burst of emotion hits them and they have the power, they can go SSJ2. the power goes for SSJ as well. the process repeats itself until they reach USSJ3. at this point, they are required to be in their Oozaru (giant mokey) form to be able to transform anymore. they can then become SSJ4 when a sudden burst of power AND/OR emotion hits them.
However, since Sephiroth is special, he has absorbed Vegito (melding of Kakarotto [kakarott in English] and Vegita [Vegeta in English]) into his being. so he can turn SSJ4 without the assistance of the Oozaru form, which also requires a tail.
