I got the Portal Gem from Mekrath's Tower and I think that I'm suppose to give it to Haer Dalis at another location. But I don't remember where that location is.

Have you rescued him from the mage already? (I assume you have since you got the gem), he should be waiting for you in the main level of the mage's lair. But if he is not in your party he would be in the basement of the Five Flagons inn at the Bridge District.
