Well I took the quest from the group of Ratlings. They tole me to go donw to the Scout Mines to find some guy and kill another. So I went down there and I cant find those 2 Characters. Anyone have any ideas of were they are in the Scout Mines? I killed the King and anyone else who attack me when I went there the first time. Will that hinder my Assassin Quest?

There is no need to find&kill TWO characters - you have to execute only one of them - Rascalion. He is not easy to find since he lives very deep in Stout Mines.

To find Rascalion you should get to another part of Stout Mines - the cart can take you there if you click on switch found in the area where left cart (the first one) brings you. You will need to ride an elevator (looks more like platform and is found on the first level of that area).
So, ride left cart, find a switch, then ride right cart to river area - Rascalion will be there.
As to the second person - I think you have already seen him. His burned corpse lays not far from Mines (that corpse with a Writ). Actually quest is completed after killing of Rascalion even if you haven't seen the corpse.

OK so I did that and I got to the lake only to find another chared person with a ?strange key?=identified to treasury key. Is the charder person the guy i have to kill? I found another switch like the other i pull and i pull this one too so ill go back and see if it does anything(should have done that before this)

If you killed Scanthril before you killed Raskalion and got the Assassin Dagger from him then, no, you can't become an assassin. You'd think that if he has the dagger you'd be able to get it off of him when he dies but well, you can't.
